welcome to the forum DOHC91. now im not sure if what im going to say is totally correct, but it sounds like your VAPS (Variable Assist Power Steering) solenoid may be shot. perhaps someone else can back me up or shoot me down on this. now there is a way to wire a switch into your car to adjust the power assist level, but i cant remember if its for gen2's and 3's only or if its been done on gen 1's. i would recommend looking into it. im pretty sure ive seen it here or on shotimes. good luck!

DOHC91, you need to rear the "New Thread Guideline" regarding titles for your post.

The 1991 SHOs did not come with the VAPS systems and did not have an input for a later retrofit. The low effort does sound unnatural for a Gen I SHO (1989-1991). The orifice may have eroded to allow the extra assist, or there was a super high output power steering pump installed (does not exist), but I cannot imagine anything outside of the rack creating this condition.

An A1 Cardone 22-214 remanufactured rack for the 1991 SHO is only $69.99 From O'Reilly Auto Parts, but the effort to install it is not easy or cheap.
