Fuel Pressure Problem

I am having problems with hard starting and loss of throttle response. I purchased a fuel pressure gage and found that the fuel pressure drops off IMMEDIATELY after the engine is shut down and it also takes awhile for it to build pressure when the car is off and I turn the key to activate the pump. I have to turn the key at least 5 times before the pressure gets above 30 psi.

Would this more likely be the fuel pump check valve, or the fuel pressure regulator.

Would this problem also give me inconsistent idle rpm and poor fuel economy?

If it's taking that long to build up pressure and holds no pressure after shut down. It's sounds like the check valve/fuel pump is going bad. The FPR could be the problem, but it's rare that they fail.
