fuel delivery problems and still have chattering issue

Anyone ever forget to bolt the oil pickup tube back in place when they changed their rod bearings? I am trying to figure out why this chattering noise won't go away. It only comes around if I rev it high enough to use the secondaries and I do believe it is getting louder. I was trying to go over everything I have done on the car and that is about the only thing I can think of. I know I put the nuts on when I was putting it back together but I can't remember if I torqued them down or not. Also, what is the torque supposed to be for the rod caps? I think I am going to have to drop the oil pan again and check it out.
On another problem, I changed my fuel pump out with a walbro 190 unit about a month or so ago and it seems to be doing fine except, whenever I am below a quarter tank and I get on the throttle, it acts like I am out of gas. Fill it up or baby it and the problem goes away. Any ideas?

If I didn't retighten the oil pickup, wouldn't I get a low oil pressure light?
