Worked on this problem for a couple of days, ended up being the same problem as Nebraska SHO had.

There are two small wiring harnesses coming out of the steering wheel assembly on the right hand side, just under the ignition cylinder.Traced these wires too, two connectors that are attached to one of the dash support brackets(they are two grey plug in connectors.)One of them only has two wires leading into it,the other one has four(this was my problem connector.)
Three of the wires had been pulled or broken loose from the connector.Went to the local salvage yard and retrieved one from a parts car(they are not the same as far as I can tell between regular taurus and the SHO,the wire colors are as follows black with purple stripe, red w/pink,blue w/black,and solid black.)
I used butt connectors to re-wire and plugged the connector back in and SHAZZAM,horn and cruise control work once again.
For those that have similar problems and want to know the location of the horn relay.
There are three relays under the dash to the right side of the column, close to the center console(one is grey in color w/grey connector the other two are black one has a grey connector the other is black w/black connector(the horn relay is the one w/the black connector.)
I hope this helps any others out that are fighting the same problems.
Now I am looking forward to my vacation and the long drive( except for having the kids couped up in the car that long for those that know what I mean.) thumbs_u thumbs_u

Sounds like you have found your connectors. Now you just need to double check all the wires leading into and out of them to make sure you do not have any loose or broken wires at the connectors. They can also become seperated inside the plugs themselves.
If this does not cure your particular problem you might want to check your clock spring,it's in the steering column.there have been problems with this also on the SHO.Due a search it has been discussed on the forum before. thumbs_u

BTW the black oen with 2 wires has a prong on it that looks liek it was connected to the bracket and same with the gray connector too.

The one with only two wires is for your air bag,the rectangular one I believe this goes to your cruise control relay or possibly your horn relay. You may have to trace them and track down where they go and troubleshoot from there.

thanks i know which 2 they are now. i just came from the junkyard and got that ring that si right behind the steering wheel. i broke the white clip on it months ago. unfortunately my bro went there yesterday and cut the harnesses off for me, but those can be spliced right back together. i noticed that one of the wires connected to the harness, solid black one goes to the ignition. also where is the horn or curise control fuse if there is one. BTW what is the clock spring and also when you press your horn how well does the airbag/alarm, panel spring back at you? i noticed when i ahev the airbag off, it springs pretty well back but when the airbag is on i hardly have any spring at all. thanks alot!
