emmissions control running to rich

went to emmissions yesterday and took 3 times before they told me it couldnt pass my Nox levels were at 3 and the max was 2. i can smell gas when it is idling and has somewhat of an idle problem that i cant figure out any suggestions on what could be wrong i really have no place to start from i just did a recent *slight* tune up plugs wires vcg and plug well seals i need to get this figure out as soon as possible thanx guys

Pull the SPOUT plug by the Data link connector to pass the NOx test.

yeah well its not so much that i wanna pass its that i would like to find out why im running so rich.... i may end up doing that to get it to pass and then going back and fixin all the other stuff
