Cruise Control woes

The cruise control on my 94 ATX died. The tech says that all of the connections seem to be ok and it's probably just the module. My questions are:
There was a lot of oil inside the harness plug at the module when it was removed. Is the module oil filled?
Will the module from a wrecking yard slo work for testing? I don't mind buying a new module, but I don't want to buy one if there is some other problem. Anybody have working one for sale?

Unless you are talking about very high voltage transformers (345KV) that use the oil for cooling, there should NOT be any oil in the electronics of the ABS module. Then how did the oil get there?
