What all did you paint?

If you painted the corner brackets on the crossover tube or the bottom side of the crossover where it bolts to the brackets, you have effectively eliminated the ground point for the DIS. Same with the junction between the corner bracket and the intake manifold. I would guess that is where your problem lies.

I did paint the whole crossover tube and the brackets but i put my DMM on the positive terminal of the battery and the negative on the dis bolts and the cross over tubes supports bolts and i got the battery voltage both times.

It didnt have spark so i ground the DIS with a 12 guage wire and it started, but now there is this high pitch wine that sounds like its coming from the fuel pressure regulater.

Sounds like you've got a vacuum leak somewhere. Check the torque on all the manifold bolts, and make sure you tightened all the hose clamps.

This is not a valid check of a secure ground.

A valid check would be from the NEGATIVE battery terminal to the DIS mounting screw WHILE A LOAD IS BEING DRAWN (while cranking).

A good ground would indicate no voltage across these points. If there is any voltage dropped across what should be a dead short connection then there is excessive resistance in the circuit.

Fix your ground properly and the whine will probably go away.
