brakes are acting funny

Every once in a while when I depress the brake pedal it will shoot my foot back up like all the pressure is being applied to the brake pedal not the actual brakes themself. is it a problem with my abs?

This should only happen when tha ABS is functioning. This feature is there so you cannot pump the pedal, only push as hard as you can.
