Access to a hood bolt

Am I correct that I have to take off the wheel well liner to get access to the other end of this bolt on the back of the hood/hinge mount?

Should be a captive nut. The hinge bolts should come right off with just a wrench or a socket. Be careful as you're taking the hood off, as the bottom hinge plate tucks under the plastic cowl. Definitely have someone else help you.

If it's spinning then something broke. In that case you may have a hard time getting to to the back side. I've never needed to, though, so I can't say for certain.

Yes, it is spinning, I didn't try to take it out, just to tighten it...there must be access to the underside, probably under that cowl/liner..
