You might have a blockage in the fresh air intake path, a failing blower motor, blend door problem, or possibly a variable blower control module problem.

Is the reduced airflow noticeable on all modes? The blower motor is located directly behind the glove box and is relatively easy to get to.

There's a writeup over on SHOTimes.com that describes how to run the climate control system self-diagnostic on the EATC which might help lead you to the cause.

When my 89 with the manual speed control did that, I found that the switch was dropping about 2.5 Volts in the switch at HI setting.

New switch from th boneyard fixed it.

There was an accumulation of dust that almost covered my evaporator coils after 11 years of use (last year). After cleaning that blockage, the fan was blowing noticeably more air. Check the intake and exhaust sides of the blower for obstructions as well as the voltage supply to the motor. A mispositioned damper could also obstruct the airflow.
