A/C shim questions

Ok, this is what I found when I removed the clutch, this means I need a new clutch? I don't see any shims unless I'm overlooking something. I've never worked on a/c before other than vac and refilling. Before the a/c clutch would sometimes work when cold, but the air never really got cool, also broomstick would pop it on. I put it back together and it doesn't engage at all. A/C is 35psi on the low side so it is ok.

The shim is a small, thin washer.

Yah, there was only a very small lock washer. I removed it, but the clutch hasn't been engaging at all. I'm going to try adding some 134a and see if it kicks over.

It's not a lock washer. More than likely the shim has already been removed.

Added one can seems to work fine now, the washer may have just been broken, but it was very thin.
