Does it rev while sitting still? How does it idle? Any other symptoms?

What's a good way to test the vacuum system? I saw something about a smoke machine somewhere, or is there another way?

I typically will use a can of starting fluid. Spray a little (not a lot!) at a time in short bursts. The engine will speed up when you are spraying near the leak.

Did you loosen the intake runners when you remove the whole intake? Sometimes it doesn't seat and seal correctly if you shortcut it. Happened to me before and now I loosen and tighten them back up after seating the intake every time.
There should be an EVTM vacuum manual page or two posted around here to look for hose connections. The big stuff up top is the intake to head seal, the intake runners leaking, and the hoses off the intake to get a start.

Sounds like the starter. But you really need to get a battery reading before you chase it. Since it's a manual transmission car, you try bump starting/clutch popping it from a roll?

Check to see if there is 12V at the starter when the key is turned to the on position. This will help to see if the problem exist at the ignition, the wiring, or the starter. If there is power at the starter, use an insulated screw driver to see if the solenoid is functioning by jumping the contacts. I would also double check all your grounds are clean and secure.
