"noise maker" broke -- how to replace or remove

I was driving the other day and heard a loud POP under the hood. After that, it seemed I had almost no boost and my engine was really loud. I looked under the hood and the "noise maker" had popped off. I tried to reattach it -- it looks like it's just supposed to slide on and lock, but mine...
